This is one of Oregon&#8217;s 35 mammals in need of greatest conservation.<\/span><\/p>\n<p><small class=\"pGGCM2aD\">getty<\/small><\/div>\n<\/div>\n<\/figure>\n<p>Hundreds of Oregon\u2019s endangered species will have better survival odds thanks to a new tax expected to raise millions in dedicated conservation revenue.<\/p>\n<p>Starting Jan. 1, a share of a state transient lodging tax is expected to generate $37 million yearly to support the state\u2019s wildlife, including pelicans, bats, turtles, abalone and butterflies<\/p>\n<p>Gov. Tina Kotek enacted <a rel=\"nofollow\" href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2026R1\/Downloads\/MeasureDocument\/HB4134\/Enrolled\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/olis.oregonlegislature.gov\/liz\/2026R1\/Downloads\/MeasureDocument\/HB4134\/Enrolled\" aria-label=\"House Bill 4134\"><u data-ga-track=\"ExternalLink:https:\/\/olis.oregonlegislature.gov\/liz\/2026R1\/Downloads\/MeasureDocument\/HB4134\/Enrolled\">House Bill 4134<\/u><\/a> on April 7 to increase by 1.25% to 2.75% the lodging tax to provide dedicated funding for conservation of at-risk species and the state\u2019s wildlife habitat.<\/p>\n<p>\u201cOregon\u2019s long-term prosperity depends on the health of our fish and wildlife populations and the natural environment that underpins our tourism economy. By directing stable funding, this bill helps ensure that Oregon has resilient natural resources capable of supporting strong communities and a vibrant economy for generations to come,\u201d Kotek noted when enacting the legislation.<\/p>\n<h2 class=\"subhead-embed\">Generating Revenue For Wildlife <\/h2>\n<figure class=\"embed-base image-embed embed-1\" role=\"presentation\">\n<div>\n<div class=\"bMqrj\">\n<p><span style=\"-webkit-line-clamp:2\" class=\"Ccg9Ib-7 _8XF2kHYM\">Kit foxes are mostly nocturnal, use dens year-round and have long tails about 40% of their body length. They are among the animals in Oregon in greatest conservation need.<\/span><\/p>\n<p><small class=\"pGGCM2aD\">Phillip Milburnm, ODFW <\/small><\/div>\n<\/div>\n<\/figure>\n<p>Money from the tax will go toward:<\/p>\n<ul>\n<li data-list-item-id=\"e4f83c3af2392e8204da244b029e6ae08\">Controlling invasive species, <\/li>\n<li data-list-item-id=\"ece6fe1638e486d53be6893e62a7611e4\">Enforcing fish and wildlife laws,<\/li>\n<li data-list-item-id=\"e5894be99ba8cffb58e5a4b56cf88f236\">Creating wildlife connectivity projects such as highway crossings,<\/li>\n<li data-list-item-id=\"eb6c7de58baa5ed6335ab0f6d8bb9df0b\">Funding wildlife stewardship grants.<\/li>\n<\/ul>\n<figure class=\"embed-base image-embed embed-3\" role=\"presentation\">\n<div>\n<div class=\"bMqrj\">\n<p><span style=\"-webkit-line-clamp:2\" class=\"Ccg9Ib-7 _8XF2kHYM\">A school of northern anchovies, identified in Oregon as a species of greatest conservation need.<\/span><\/p>\n<p><small class=\"pGGCM2aD\">NOAA Fisheries<\/small><\/div>\n<\/div>\n<\/figure>\n<p>Until this new law, Oregon (like most states) relied on payments for hunting and fishing licenses to raise wildlife conservation funds. However non-game species such as song birds, reptiles and insects lack money-making revenue streams.<\/p>\n<figure class=\"embed-base image-embed embed-2\" role=\"presentation\">\n<div>\n<div class=\"bMqrj\">\n<p><span style=\"-webkit-line-clamp:2\" class=\"Ccg9Ib-7 _8XF2kHYM\">A pallid bat, which is among the Oregon species in most need of conservation. <\/span><\/p>\n<p><small class=\"pGGCM2aD\">Ann Froschauer\/USFWS<\/small><\/div>\n<\/div>\n<\/figure>\n<p>The <a rel=\"nofollow\" href=\"https:\/\/www.trcp.org\/2026\/03\/05\/oregon-legislature-passes-landmark-1-25-percent-for-wildlife-act\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.trcp.org\/2026\/03\/05\/oregon-legislature-passes-landmark-1-25-percent-for-wildlife-act\/\" aria-label=\"Theodore Roosevelt Conservation Partnership\"><u data-ga-track=\"ExternalLink:https:\/\/www.trcp.org\/2026\/03\/05\/oregon-legislature-passes-landmark-1-25-percent-for-wildlife-act\/\">Theodore Roosevelt Conservation Partnership<\/u><\/a> noted the bill was spearheaded by state Reps. Ken Helm (D), Mark Owens (R) and Sen. Todd Nash (R). <\/p>\n<p>\u201cBefore this bill passed, the agency had zero dedicated funding for implementing Oregon\u2019s State Wildlife Action Plan, the science-based blueprint that identifies 321 species of greatest conservation need and 11 habitat types requiring proactive restoration,\u201d TRCP stated.<\/p>\n<h2 class=\"subhead-embed\">A Model For A New Funding Approach<\/h2>\n<figure class=\"embed-base image-embed embed-5\" role=\"presentation\">\n<div>\n<div class=\"bMqrj\">\n<p><span style=\"-webkit-line-clamp:2\" class=\"Ccg9Ib-7 _8XF2kHYM\">The Crater Lake newt was once abundant in Crater Lake, the only place it lives, but is declining and in need of conservation.<\/span><\/p>\n<p><small class=\"pGGCM2aD\">ODFW<\/small><\/div>\n<\/div>\n<\/figure>\n<p>Oregon\u2019s State Wildlife Action Plan guides efforts to protect wildlife and their habitats threatened by pollution, climate change, invasive species and development.<\/p>\n<p>&#8220;Oregon is home to some of the most remarkable wildlife in the nation\u2014from secretive desert reptiles to colorful ocean invertebrates. But more than 300 species in the state are at risk,&#8221; Debbie Colbert, director of the Oregon Department of Fish &amp; Wildlife, <a rel=\"nofollow\" href=\"https:\/\/myodfw.com\/news\/oregons-state-wildlife-action-plan-approved-new-funding-swap-species-represents-historic\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/myodfw.com\/news\/oregons-state-wildlife-action-plan-approved-new-funding-swap-species-represents-historic\" aria-label=\"noted\"><u data-ga-track=\"ExternalLink:https:\/\/myodfw.com\/news\/oregons-state-wildlife-action-plan-approved-new-funding-swap-species-represents-historic\">noted<\/u><\/a> April 10 when announcing action plan\u2019s federal approval.<\/p>\n<p>HB 4134 received bipartisan support and was backed by over 85 organizations.<\/p>\n<p>&#8220;Passage of this legislation represents a historic advancement for conservation of at-risk species in Oregon,&#8221; Colbert said. &#8220;We are grateful to everyone who came out to support this bill.&#8221;<\/p>\n<p>The <a rel=\"nofollow\" href=\"https:\/\/www.nwf.org\/Home\/Latest-News\/Press-Releases\/2026\/4-14-2026-Oregon-Lodging-Tax\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nwf.org\/Home\/Latest-News\/Press-Releases\/2026\/4-14-2026-Oregon-Lodging-Tax\" aria-label=\"National Wildlife Federation\"><u data-ga-track=\"ExternalLink:https:\/\/www.nwf.org\/Home\/Latest-News\/Press-Releases\/2026\/4-14-2026-Oregon-Lodging-Tax\">National Wildlife Federation<\/u><\/a> lauded the new legislation and called it \u201ca decisive victory for wildlife and a landmark moment for conservation.\u201d NWF noted the funds will help a diverse range of wildlife including the Pacific lamprey, the Olympia oyster and Columbia Gorge caddisfly.<\/p>\n<figure class=\"embed-base image-embed embed-4\" role=\"presentation\">\n<div>\n<div class=\"bMqrj\">\n<p><span style=\"-webkit-line-clamp:2\" class=\"Ccg9Ib-7 _8XF2kHYM\">Harlequin duck in Oregon is among 63 birds identified as a species in need of greatest conservation.<\/span><\/p>\n<p><small class=\"pGGCM2aD\">Peter Pearsall\/USFWS<\/small><\/div>\n<\/div>\n<\/figure>\n<p>Similarly, the American Bird Conservancy praised the historic law. <\/p>\n<p>\u201cConservation funding from regular government sources has become increasingly competitive, and birds are being edged out,\u201d said Lindsay Adrean, ABC\u2019s Pacific Northwest Program Officer.<\/p>\n<p>A wide range of birds will benefit from the anticipated revenue stream including marbled murrelets, western meadowlarks and California condors, according to <a rel=\"nofollow\" href=\"https:\/\/abcbirds.org\/news\/oregon-wildlife-bill\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/abcbirds.org\/news\/oregon-wildlife-bill\/\" aria-label=\"ABC\"><u data-ga-track=\"ExternalLink:https:\/\/abcbirds.org\/news\/oregon-wildlife-bill\/\">ABC<\/u><\/a>.<\/p>\n<figure class=\"embed-base image-embed embed-6\" role=\"presentation\">\n<div>\n<div class=\"bMqrj\">\n<p><span style=\"-webkit-line-clamp:2\" class=\"Ccg9Ib-7 _8XF2kHYM\">Macfarlane\u2019s four o\u2019clock plants are threatened in Oregon.<\/span><\/p>\n<p><small class=\"pGGCM2aD\">Oregon Department of Agriculture<\/small><\/div>\n<\/div>\n<\/figure>\n<p>This step taken in Oregon can be a model for other states to emulate to raise revenue for species, especially the songbirds and other species that don\u2019t generate money from hunting and fishing licenses.<\/p>\n<\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.forbes.com\/sites\/noelfletcher\/2026\/04\/23\/this-new-approach-to-wildlife-revenue-could-be-plus-for-conservation\/\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A North American porcupine has up to 30,000 barb-tipped quills.
