Kathy Hochul. The tax specifically targets the owners of residential properties in New York City worth more than $5 million that they don\u2019t live in full time, or \u201cthe richest of the rich,\u201d as Mamdani called them in his video.<\/p>\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<p>\n<iframe title=\"Happy Tax Day, New York. In 2019, Griffin bought a Manhattan penthouse for $239 million, the most expensive residential sale in U.S. history, though the unit doesn\u2019t serve as Griffin\u2019s primary residence.
