In <a rel=\"nofollow\" href=\"https:\/\/substack.com\/home\/post\/p-198188301\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/substack.com\/home\/post\/p-198188301\" aria-label=\"The Third Wave of American Philanthropy\"><u data-ga-track=\"ExternalLink:https:\/\/substack.com\/home\/post\/p-198188301\">The Third Wave of American Philanthropy<\/u><\/a>, writer Nan Ransohoff laid out how hundreds of billions of dollars in new philanthropic capital, derived from the AI boom, could potentially become available for investment. <\/p>\n<p>The Bill and Melinda Gates Foundation, one of the largest philanthropic foundations in the United States, recently committed to increasing its annual payout to <a rel=\"nofollow\" href=\"https:\/\/www.gatesfoundation.org\/ideas\/articles\/2024-gates-foundation-annual-letter\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.gatesfoundation.org\/ideas\/articles\/2024-gates-foundation-annual-letter\" aria-label=\"$9 billion\"><u data-ga-track=\"ExternalLink:https:\/\/www.gatesfoundation.org\/ideas\/articles\/2024-gates-foundation-annual-letter\">$9 billion<\/u><\/a>. Ransohoff describes how just three funding sources from the OpenAI Foundation, the Anthropic founders, and Anthropic employees could translate into an estimated $37 billion of intended annual spending increases in the philanthropy sector. <\/p>\n<p>This third wave of philanthropic giving could create significant opportunities for maximizing the mileage of federal investments in scientific research and technological progress, and the U.S. National Science Foundation (NSF) is a good test case.<\/p>\n<p>The Trump administration recently <a rel=\"nofollow\" href=\"https:\/\/www.npr.org\/2026\/04\/29\/nx-s1-5802921\/trump-administration-moves-to-dismiss-members-of-the-national-science-board\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.npr.org\/2026\/04\/29\/nx-s1-5802921\/trump-administration-moves-to-dismiss-members-of-the-national-science-board\" aria-label=\"dismissed all 22 members of the National Science Board\"><u data-ga-track=\"ExternalLink:https:\/\/www.npr.org\/2026\/04\/29\/nx-s1-5802921\/trump-administration-moves-to-dismiss-members-of-the-national-science-board\">dismissed all 22 members of the National Science Board<\/u><\/a> from their positions, but before they were let go, the members of the presidentially appointed governing body of the NSF were steadily working to advance a set of reforms to modernize and improve the functionality of the $9 billion grant-making agency. Dubbed \u201c<a rel=\"nofollow\" href=\"https:\/\/www.nsf.gov\/nsb\/updates\/nsf-anniversary-statement\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/nsb\/updates\/nsf-anniversary-statement\" aria-label=\"next gen NSF\"><u data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/nsb\/updates\/nsf-anniversary-statement\">next gen NSF<\/u><\/a>,\u201d the initiative was launched to mark the agency\u2019s 75th anniversary, and this year the National Science Board planned to advance <a rel=\"nofollow\" href=\"https:\/\/www.nsf.gov\/nsb\/updates\/extraordinary-possibility\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/nsb\/updates\/extraordinary-possibility\" aria-label=\"seven priorities\"><u data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/nsb\/updates\/extraordinary-possibility\">seven priorities<\/u><\/a>. <\/p>\n<section id=\"creating-nonprofit-foundation-nsf\">\n<h2 class=\"subhead-embed\">Creating a Non-Profit Foundation for the NSF<\/h2>\n<p>One priority stands out, given the expected charity tsunami that the third-wave of American philanthropy could bring about: creating a non-profit foundation to make it easier for non-federal entities, including industry and philanthropy, to partner with NSF and make taxpayer dollars go further.<\/p>\n<p>Co-investments with industry, philanthropy, and other government agencies are not new for the NSF. The agency recently launched the <a rel=\"nofollow\" href=\"https:\/\/www.nsf.gov\/funding\/initiatives\/ai-ready\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/funding\/initiatives\/ai-ready\" aria-label=\"TechAccess: AI Ready America initiative\"><u data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/funding\/initiatives\/ai-ready\">TechAccess: AI Ready America initiative<\/u><\/a> in partnership with the U.S. Departments of Labor, Agriculture, and the Small Business Administration to support AI preparation coordination hubs across the country. <\/p>\n<p>In response to workforce needs for the CHIPS &amp; Science Act, NSF partnered with <a rel=\"nofollow\" href=\"https:\/\/www.nsf.gov\/news\/nsf-partners-micron-globalfoundries-invest-semiconductor\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/news\/nsf-partners-micron-globalfoundries-invest-semiconductor\" aria-label=\"Micron and GlobalFoundries\"><u data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/news\/nsf-partners-micron-globalfoundries-invest-semiconductor\">Micron and GlobalFoundries<\/u><\/a> to invest in semiconductor workforce development, and NSF <a rel=\"nofollow\" href=\"https:\/\/www.nsf.gov\/news\/nsf-philanthropic-partners-announce-16-million-funding\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/news\/nsf-philanthropic-partners-announce-16-million-funding\" aria-label=\"partnered with major philanthropies\"><u data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/news\/nsf-philanthropic-partners-announce-16-million-funding\">partnered with major philanthropies<\/u><\/a>, including the Ford Foundation, the Patrick J. McGovern Foundation, Pivotal Ventures, Siegel Family Endowment, and the Schmidt Sciences.<\/p>\n<p>The NSF does a lot more than many in the science and technology community realize. The agency is the primary funder of basic science and engineering. The NSF plays a key role in STEM education and workforce development, ranging from research on what works to supporting informal science education at museums, botanical gardens, and libraries, workforce training at <a rel=\"nofollow\" href=\"https:\/\/www.chronicle.com\/article\/community-colleges-are-critical-to-the-innovation-economy\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.chronicle.com\/article\/community-colleges-are-critical-to-the-innovation-economy\" aria-label=\"community colleges\"><u data-ga-track=\"ExternalLink:https:\/\/www.chronicle.com\/article\/community-colleges-are-critical-to-the-innovation-economy\">community colleges<\/u><\/a>, STEM education in high schools, and beyond. <\/p>\n<p>What\u2019s more is that the \u201cscience\u201d part of the bipartisan CHIPS &amp; Science Act expanded the agency\u2019s mission by creating the first new arm at the agency in 30-years called the <a rel=\"nofollow\" href=\"https:\/\/www.nsf.gov\/tip\/latest\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/tip\/latest\" aria-label=\"Technology, Innovation, and Partnerships (TIP) Directorate\"><u data-ga-track=\"ExternalLink:https:\/\/www.nsf.gov\/tip\/latest\">Technology, Innovation, and Partnerships (TIP) Directorate<\/u><\/a>. <\/p>\n<p>TIP expanded the agency\u2019s capability to translate research and STEM education funding into a multi-prong strategy \u2013 supporting regional innovation, tech-based economic development, helping research translate into inventions and innovations that benefit people, and connecting talent development to technology development. <\/p>\n<p>Every part of the NSF could be enhanced with a non-profit foundation, but, as its name may imply, the TIP directorate is especially well-positioned to help the agency broker partnerships with \u201cthird-wave philanthropies.\u201d<\/p>\n<p>NSF\u2019s TIP directorate recently funded the Federation of American Scientists to convene 32 senior leaders from 27 philanthropic organizations alongside NSF leaders and representatives from all of its directorates to identify meaningful opportunities to <a rel=\"nofollow\" href=\"https:\/\/fas.org\/publication\/building-collaborations-for-impact\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/fas.org\/publication\/building-collaborations-for-impact\/\" aria-label=\"partner with philanthropy\"><u data-ga-track=\"ExternalLink:https:\/\/fas.org\/publication\/building-collaborations-for-impact\/\">partner with philanthropy<\/u><\/a> on co-investment, shared infrastructure, and joint experimentation.<\/p>\n<p>The idea of a non-profit affiliate for NSF isn\u2019t all that far-fetched. The Center for Disease Control and Prevention, the Food and Drug Administration, NASA, the National Institutes of Health, the National Park Service, and other <a rel=\"nofollow\" href=\"https:\/\/nonprofitquarterly.org\/philanthropy-funding-government-work-theres-a-foundation-for-thatseveral-actually\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/nonprofitquarterly.org\/philanthropy-funding-government-work-theres-a-foundation-for-thatseveral-actually\/\" aria-label=\"federal agencies work with non-profit arms\"><u data-ga-track=\"ExternalLink:https:\/\/nonprofitquarterly.org\/philanthropy-funding-government-work-theres-a-foundation-for-thatseveral-actually\/\">federal agencies work with non-profit arms<\/u><\/a> to augment what\u2019s possible with public dollars.<\/p>\n<p>Philanthropic funding can\u2019t replace federal investments, but it could significantly increase the speed and scale of federal R&amp;D to solve societal problems.
